Deleted Some Forum Sections | Updated the Portal Page

Hi guys, I know
some of you guys, asking, why are there many forum section,
while others are not used, and at the portal page, you're dizzied cause
it's so simple.

Ok Here's the Point I Added/Delete/Updated
○Deleted Server Staff Members Section and the Staff Topic to General Discussions
○Updated Name and Description of Server Forum Announcement
○Updated Name and Descrption of Server In-Game Announcement to Game News & Updates
○Deleted Spam Out Area
○Delete Forum Events, and Forums Event Topics to this Section.
